If we assume nobody has the ability to "get it right" then; unreliable 
is the only solution.

DTMF over JIT is one reason why some rather not allow others to get that 
right. Those who expect perfect flow rather just drop all other reliable 
use-cases. There is a famous case for this I avoid detail here.

For some reason we can't just say order reliable before unreliable 
because it is a waste over the given sequence (where that is already 
known). Here, the difference engine is easier to talk about.

If people really want anything like DTMF over JIT, then they may want to 
get into more formal methods of traffic-shapers, especially the schema 
to describe such for vocab.

Shape is reliable, also known as envelopes.
