That may be too many mandated codecs.  This business of mandating 
specific codecs is difficult and contentious, since there are so many 
competing interests involving different implementation platforms and 
operating environments.  It may also be unnecessary since, obviously, 
implementers want to interoperate and the spectrum of supported 
codecs will reflect this.
