Honestly, I don't see these as being especially relevant.  Performance
under these sorts of scenarios is largely down to the browser.
Optimizing for crazy scaling cases would be a low priority.

We've previously discussed consent for data and since this is
effectively just an optimization of existing channels, user consent
would not just be superfluous, but actually harmful.

I can see some limited use for labels.  They aren't super-effective or
necessary.  I'm sure that some people will find a use for them.
