One might read this to imply that this was chair decision about the scope, but in this case, I don't think the chairs have very much to do with if the no-plan draft happens to be in scope of this WG or not.  As the authors explained it, it is purely an API change with no changes to anything on the wire. Everyone in this WG seems to agree on where API works happens and I have not heard any disagreement on that. Of course that not surprising that there is not disagreement on this as the charters of WebRTC and RTCWeb seem relatively clear on this.

On the decision of what to put on a draft agenda before the -00 deadline, of course Ted and I take responsibility for the current draft agenda.
