Point 6 can change to:
All entities MUST support H.261 and all entities MUST support at least one
of H.264 and VP8
or it can be made a new point?

I don't like point 5 at all since it doesn't really help with negotiation
failure IMO. Implement the codec that you want to implement = No MTI.
