Honestly, I was originally inclined to agree with you, but the SHOULD
leaves plenty of wiggle room for those who think they know better.

I think that providing motivation in the document - something like
"This ensures that lower priority streams receive fewer resources, but
cannot be completely blocked by those at higher priority." - would
help to ensure that people who think they know better - and don't -
can't screw things up too much.
