The reason I suggested SHOULD NOT is because I think this technique is
unnecessary for WebRTC, and typically net harmful for the reasons that
Matthew mentions.

That said, I would be fine with saying MAY and including some explanatory
text; my main concerns was to avoid the ambiguity that would arise from
leaving this out altogether.
