These are not necessarily interoperability issues.  You can solve all
of these problems without creating another RFC.

You make the decision to start and stop, succeed or fail, nominate or
leave.  That decision might be guided by an RFC, but you are
responsible for what your code does.

...unless you consider it impossible to take actions unless those
actions have the blessing of RFC5245.
