I think that I've reached the same conclusion.  At some point, the
browser needs to be told what to do.  At browser A, this is fairly
obvious: streams are added to the RTCPeerConnection instance.  But
what happens at browser B?

I think that there are a couple of alternatives, and we might need to
enable more than one of those, but I don't think that Section 7 has
enough information yet.
