Frankly, I'm a lot less interested in the chairs having some flexibility than
predictability.

As it stands now, we're in the position of being less than 8 weeks out
from the proposed interim and still not knowing whether it's happening
or when or where it will be. Cullens last message says that the chairs will
"try and confirm" Stockholm for June 12-13, but I for one don't
want to plan a couple thousand dollars worth of travel on
"try and confirm."

We know precisely when the IETF and W3C meetings are for the next
year or so, so there's really nothing that stops the chairs from promulgating
a policy and then announcing the locations of the meetings now.
