Whatever the Working Group will eventually decide, I think it would be
bad if people could easily say "But they did not consider Theora!", so
I think it would be good to either list Theora as an alternative, or to
make sure any such a list for consideration by the Working Group does
mention Theora in some other form, like explaining why it is not listed
as an alternative.
