[BA] The usefulness of retransmission will depend on the RTT.  There are quite a few
mobile networks that suffer from buffer bloat to the point where retransmission is quite useless. 
Also, retransmission (and FEC) both increase bandwidth usage which is a problem for congestion 
control.
