The mailing list archive holds 10 000 messages. Up until the thread
"Video Codec Selection Plan" two months ago, there have been only 23
mails that mention "Theora" in any way. Ignoring two mails where it's
mentioned only in HTML code, the last mention was over a year ago,
<http://www.ietf.org/mail-archive/web/rtcweb/current/msg05583.html>.

I think it would be fair to say the Working Group has given no con-
sideration to making Theora a mandatory-to-implement codec. I went
through those few messages again just now and do not really see any
argument against it. So unless my mail client is failing me, I would
not make such an assumption.
