Please, don't go there. The business model of research labs is not the
subject here, and I assume you agree that the W3C's goal is not to
satisfy any business model.

Said that, there are some "minor" examples in the world that may
contradict what you said, such as the Linux and open source whole
ecosystem. Anyhow, that is not the subject.
