Possible tie-breaking algorithm:

  If season==summer ==> Europe
  elsif season==winter ==> west coast
  elsif season==sorta-in-between ==> east coast

Yes - that is what I was thinking and I had not really thought much
about ties. So unless you want a maximally self serving tie breaking
algorithm of selecting the location closest to YYC, it would be great if
someone could suggest the tie breaking algorithm.
