I'd be interested in hearing the interoperability reason for, for
example, giving up on a particular component instead of waiting for
additional candidates.  What effect does that have on
interoperability.

It's fairly clear that if you are trickling candidates out, then an
strictly conforming implementation of RFC 5245 on the other end could
fail.  That's just a reason to not trickle at all.
