Careful with the words here.

Every browser that sends data/media needs to verify that the reciever
desires to continue to receive it. That means that it needs to initiate
STUN binding requests for consent verification.

Every entity, everywhere, needs to respond to those binding requests.

I'm not sure which of those roles the words "perform consent" is meant
to cover.
