I was there and I don't recall this decision; I spent half an hour
discussing this exact point in rtcweb based on a scenario you suggested
(namely, a new PC created from a fork). The discussion ended with some
interest but no consensus, which is why we are discussing it here in
email...

For sanity's sake, can you make it clear that you support this proposal?
