Oh, but it does. My understanding is that even Windows 7 does not ship 
with a licensed encoder. Even if it did, nearly a plurality of Mozilla's 
users still run Windows XP. I would like those users to be able to talk 
to each other, and with mobile devices, and I view not supporting an 
encumbered codec as the best route to ensuring that support for a free 
one is deployed and working on all of these systems.
