As Tim pointer out, this is a pretty strong recommendation. I would
prefer something weaker like application-dependent guidelines. For
example, something along the lines of "for compatibility with mobile
phones you MAY support AMR, for ISDN you MAY support G.722" and so on.
If all you care about is communication between two browsers, I don't
think there's any codec that needs a SHOULD. Overall, I think there's
about a dozen codecs that can be useful for some applications, but I
don't see any that's really useful for most people.
