The IETF as a whole does not have a *formal* membership concept. Nobody 
has to register, there are no membership rosters, and so on. People just 
participate. But for WGs, membership is slightly more formal. As far as 
I understand, the membership of a WG is defined to be the people 
subscribed to the mailing list.
