Actually I take that back - you'll need cap-neg anyway, so that a SIP call sent to rtcweb can use it in a best-effort manner (ie, in case a SIP peer sends a default m-line with RTP but with cap-neg for SRTP, so that the rtcweb side can process it and answer choosing SRTP).
