[rtcweb] Simulcast and layered video coding support in WebRTC

We have submitted this new draft explaining use cases and requirements for simulcast and layered video with VP8 in WebRTC.   Feedback or recommendations on how to proceed to move forward with these features are more than welcomed.

We tested existing temporal scalability capabilities with custom versions of Chrome some weeks ago and posted our experience to discuss-webrtc mailing list were more people showed interested on this feature in the context of multiconferencing solutions.
