Re: [rtcweb] RTP Usage: RTCP XR metrics

Leaving to each implementation select 'those stats that they find useful' means no interoperability. Implementations may select different stats, or even if they select the same parameters, in the absence of a common definition of the metrics the results reported by different participants in the same session may be inconsistent.
