Although some were spooked by the previous version, I've updated draft-kaplan-rtcweb-api-reqs-01 with the following changes:

1) Replaced all "RTCWeb" with "WebRTC".
2) Added the benefits of using a higher-layer API for testing and cross-browser compatibility.
3) Used the Scourgify charm to clean some other nits.

The purpose of resurrecting this ghoulish draft was for posterity, so that Web search-engine zombies record a more accurate version, and the draft can now be buried properly.  I can't speak for the other co-authors, but I don't plan to update the draft again; like Linus and The Great Pumpkin, while true believers wait we may miss the free candy.
