That doesn't sound like a great idea, but it's there all right.  That
said, the capabilities are significantly less than what I remember
from when I last reviewed the specification:

Oh hooray, another API with a requirement to ask a user for permission
without any real consideration given to how to ask properly.  You are
right, Section 4.1 is a frightful mess.
