[BA] The pop tart case is relatively straight forward. Someone eats the pop-tart and then someone else complains about the scarcity of pop tarts at the mike during plenary. The complainer is then deluged with pop tarts, and the IAOC, to avoid future controversy, makes sure that the pop tart shortage dies not recur.  EKR can provide further details of how the protocol works :)

In contrast, the MTI video codec discussion is "the gift that keeps on giving" - the kind of problem that if ignored, becomes irrelevant in the fullness of time. But if given full attention, it consumes all available mind share and energy, crowding out progress on anything else.
