Because, even WITHOUT bundle, you have to answer whether adding a new SSRC (or, whatever mechanism we use to identify a stream) within an existing m- line requires an SDP O/A transaction or not.

Of course, IF we are going to define a BUNDLE specific way of signalling RTP streams, then we of course also need to cover the procedures for adding/removing streams, whether it requires an SDP O/A transaction or not, etc.
