Considering that WebRTC decided not to support plain RTP, SDES-SRTP, G.722
or any other wide band codecs except Opus, I would think the fact the
interop is not a goal was already determined for audio. Either one of those
things have higher impact on interop then H.264 supprot. As far as video is
concerned, I would argue that even though there are a few devices that
support H.264, there are practically no interconnected video systems and
for most video devices interop was not a priority.
