I might be missing something ... probably even a lot, but why do we need
the above limitation? Why is it not an option to just let the
application provide the relationship with the MediaStream?

Requiring that all SSRCs be known in advance or imposing re-offer/answer
exchanges seems like waaay too heavy a requirement that can add severe
restrictions on the way applications and topologies are designed.
