The use of a color name in context of indicating a request towards a
remote entity for discardation of IP traffic - indeed - does not align
with our shared goal of using inclusive language in the IETF.

The phrase "Remote Triggered Black Hole Filtering" carried on from RFC
5635 (which is not referenced in draft-ietf-sidrops-rpkimaxlen).

I regret not having recognized the opportunity to use more descriptive
and precise words when I took part in authoring RFC 7999. :-(

Suggestions from the community on how to proceed to improve the
maxlen internet-draft text (off-list or on-list) are most welcome.
