I have been worried for a while about whether all of the IPR has been 
declared against this draft, but I could not put my finger on any 
specific IPR.

I just reread US7042838, of which I am inventor, as is an author of the 
draft in question, and I think that  it may be applicable. It is 
possible that other patents in that early group of IPFRR material may 
also apply.
