This is not a standards-creating (proposed) group, but things that are
in-scope include "application hints to the network" and "network hints to
device applications", which are topics that I think we have some experience
to indicate can be challenging.

Today W3C Advisory Committee Representatives received a Proposal
to review a draft charter for the Web & Networks Interest Group:

As part of ensuring that the community is aware of proposed work
at W3C, this draft charter is public during the Advisory
Committee review period.

W3C invites public comments through 03:59 UTC on 2021-04-03
(23:59, Eastern time on 2021-04-02)  on the proposed charter.

which has a public archive:
