  I will note that the process has slowed down in my experience.  This is part due to a more in-depth process.  i.e. better / more detailed reviews from multiple areas.

  I also, though, have seen the process slow down due to document authors.  I-Ds get published, get reviews, and then 6-12 months go by before an updated happens.  Since some documents take 4+ revisions, that results in many years of delay for any standard to go though.

  So a good chunk of the slow IETF process is "We have seen the enemy, and it is us".
