The domain name plus date thing is getting us into trouble it seems.

Did we ever discuss defining a fcfs registry for private names?

I hate to go back and consider such a thing at this late date, but we 
might need to.

Or, we could be really extreme - drop private names and open up the 
public name registry as FCFS!
