Hi Dale,

This is looking good.

A couple of little things:

Section 10.1 says:

    Extensions, either standard or private, MUST conform to the
    following principles:

This is certainly right for standard extensions. The expert reviewer 
enforces this. For private extensions, can we be normative? We want to 
be, but is that imposing constraints on people rather than code?

I noticed a misspelling in here. s/altert/alert/
