In looking at Core Schema's non-normative examples is see to patterns for
$ref:

1) With complete URI such as "
https://example.com/v2/Users/2819c223-7f76-453a-919d-413861904646"

2) With local reference URI such as "../Users
2819c223-7f76-453a-919d-413861904646"

I don't think we provide any guidance on when two use one pattern or the
other. So what is the best practice?
