Inter-domain roaming of this type is common in cellular networks. 
In the US inter-domain handover is specified in IS-41. The operators 
may prefer to keep a customer in their network, but they recognize that 
mobility has greater value to the customer if it is not limited artificially

by administrative domains, and most operators cannot provide contiguous, 
continent wide coverage.
