Sure. What I was trying to say was that WG drafts are determined through
WG concensus, individual drafts are not. Individuals are free to
submit their drafts to the IETF for consideration as an informational
RFC, and the IESG will make a decision about them just as
they do for all other drafts.

As for posting to the list, you are correct, anyone can post,
anyone can attend WG meetings.

So if you want to submit your drafts as an individual contribution,
please feel free to do so.
