The ITU-T Telecommunication Standardization Advisory Group (TSAG) agreed to set up the TSB Director's Ad Hoc Group on Standards Education<http://www.itu.int/ITU-T/uni/adhoc/index.html> that shall be open to members and non-members.

Draft Terms of Reference, Composition and Working Methods of the
TSB Director's Ad Hoc Group on Standards Education

Background

The need to address international standardization in ICT in academic curricula is vital for the students of today are the experts that will drive the standardization processes of tomorrow.

In this context, "standards education" is related not to technology topics, but rather to the activities that aim at providing formal information to students at undergraduate and graduate levels on all aspects related to international standards, standards development activities, standard strategy planning, and business case studies using standards. This information includes inter alia importance of standardization, strategies for standardization, case studies, etc. Given the scale of the task, it is important to include ITU-T experts in standardization, representatives of academia, as well as other standards development organizations that are also interested in standards education.
1.    Terms of reference
a.     Perform a "gap analysis" on ICT standardization education in academic curricula in Universities.
b.    Gather information on standards education programs in relevant external groups such as ISO and IEC in the context of WSC, SDOs, the IEEE, the Institute of Electronics, Information and Communication Engineers (IEICE<http://www.ieice.org/eng/index.html>), and academic-led organizations such as the International Cooperation for Standards Education (ICES<http://www.standards-education.org/>) and the European Academy for Standardization (EURAS<http://www.euras.org/>).
c.     Develop one or more deliverables to detail academic curricula for use by academia in standards education.
d.    Identify strategies to facilitate adoption of credit-eligible courses in undergraduate and graduate programmes.
e.    Contribute to a programme for a tutorial on standards education to be held during Kaleidoscope events, WSC events, etc.
f.      Make proposals on webinars, seminars and workshops on subjects of common interest to ITU and Academia.
g.    Encourage other research and academic institutions to join as ITU members.
2.    Composition

The group shall be open to the members and non-members and will work in an open, inclusive and transparent manner.
3.    Working Methods

The Chair of the meeting is the TSB Director, or in his absence a person appointed by him. The Group will decide its meeting schedule and works through electronic means as far as possible.
