In order to accommodate a varying amount of TSVCIS augmented speech
data, it is only necessary to specify the number of octets
containing the packed TSVCIS parameters.  The encoding to do so is
presented in Section 3.2.  TSVCIS specifically uses the NRL VDR in two
configurations using 15 and 35 packed octet parameters [TSVCIS].
