Andrew Camping presented at the last SECDISPATCH on a similar topic.
I scanned your document.
I wasn't able to find anything actionable from a standards basis.

It seems that document reviews operational issues that are, I assume, being
discussed in http WG.   I would have no idea how to dispatch your document.
