Colleagues,

We are once again looking at a moribund working group.  Although there are
implementations and there were past promises of activity, and despite the
efforts of the chairs, there has been no demonstrable progress here.

I propose we close.  If momentum reappears in the future, we can consider
reopening, perhaps with a revised charter.  The list can remain open.

Absent a sustainable argument to the contrary, I'll do that sometime soon
after the end of IETF 114 this week.
