As noted, there has been some activity here.  We have new editors for the draft and an submission.  (Thanks Richard and Youenn.)

That there is a faint thread of life doesn't mean that Murray's threat of closure isn't real.  The only way to keep this effort alive is another set of revisions, discussion, issues being closed, and pull requests merged.
