Given that the working group could adopt even an initial version of such a
draft, with the understanding that it will be revised or even split as the

An offline suggestion was made to fold this work into MOQ, which will be
chartering soon.  If that seems plausible, I suggest reaching out to the
chairs of their BoF (which completed minutes ago) and see if there's
something to that idea.

Otherwise, please let's get this moving.
