The W3C WEBRTC WG has a dependency on the SFRAME WG (for the
SFrameTransform interface) in the Encoded-Transform API:
https://w3c.github.io/webrtc-encoded-transform/#sframe

Is the intent to move work on SFrame/SPacket to another WG, or to abandon
it altogether?
