Repeating a point that may have gotten lost in my previous posting.

As I see it, the fatal fault in the proposed charter is NO mention 
whatsoever of exploring/documenting the risks of eliding/not-eliding 
such information.  Whatever document that comes out of this effort has 
to give the reader reasonable guidance of what the risks are, both from 
providing the "privacy-dangerous" information, and not providing it.

Without it, a provider would not be able to make a reasonable judgment 
whether they should implement some/all of the recommendations or not.
