Re: [sidr] I-D Action: draft-ietf-sidr-rtr-keying-12.txt

This draft is intended to address Wes’ comment about providing pointers to the formats for keys, certs, car requests/responses.  Originally, I proposed that the text go in an appendix, but most of the formats were already included somewhere in this draft so I put a summary in s1:
