alexander already dinged me on that and i have a hack.  but your
rigorous detail is much appreciated.

but it seems we are making the mistake of chasing a changing aspa
draft.  i suggest that work on the aspa aspect of 8210bis be postponed
until the aspa draft has been approved by the iesg.
