It doesn't pose a problem, because "Informative references" are allowed
to point at work in progress.

Were they Normative references, it would result in a "MISSREF" (as I
understand https://www.rfc-editor.org/current_queue.php) and final
publication would be held up until all Normative references are
also published as RFCs.
